EN71 vs ASTM F963: Which Toy Safety Standard Does Your Market Require?
EN71 governs toys sold into the European Union and the UK; ASTM F963 is the mandatory baseline for the United States. They overlap on mechanical hazards, flammability and migration of heavy elements, but differ on test methods, age grading labels and small-parts judgement thresholds.
For EU-bound shipments, plan for EN71-1/2/3 plus REACH and CE technical documentation. For the US, CPSC-accepted ASTM F963 testing plus CPSIA tracking labels is the minimum. Many Chenghai factories hold both reports — request the full test report (not just the certificate) before paying a deposit.
